Q: Does this have straps to carry off the bike

Yes it does have a carrying strap. It has vents on the side, in the top and a little front vent that opens up like a tunnel. It stays on great on my bike. My dog loves this carrier. Best thing I’ve ever bought for my puppy

Q: This says its capacity is up to 20lb. I have a corgi that is 23lb. Does anyone have any recommendations?

My dog weighs 18 pounds and has plenty of room inside the carrier. If using on motorcycle check your weight limit to where you will be strapping. I have a Harley-Davidson trike so no problem for me as it sits on the back seat.
