Q: Is the lining removable?

No. It is an insulated jacket and the lining is not removable. I LOVE this jacket, but definitely size up if you will wear it over layers.

Q: are the sleeves insulated ?

Yes, the sleeves are insulated. The insulation snaps out of the coat so that you can remove it when you want a lighter-weight coat.

Q: What is the described size of 4X translate to in womens' sizes?

I typically wear a 1x or 2x in coats, 18-20 in shirts, sweaters. I ordered a 2x HH coat, it was too small. So I ordered the 4x as there was no 3x. The 4x fits like a typical 2x...it is a tiny bit snug when zipped but that is likely due to the interior insulation of the jacket. There is a 2 way zipper...you can zip it up from the bottom as well for sitting comfort. I enjoy wearing the jacket very much...it is not oversized at all and should be a good fit if you typically wear a 1x-2x.
