Q: Will this hold singer quantum 9960?

This will not hold a big sewing machine. I use it to carry fabric and projects when I travel to sew at a friends. I would not trust carrying my Brother in this.

Yes this will hold a baby blanket project. I am using mine right now with 2 large skeins of Bernat blanket yarn and they both fit fine along with the basket I am working on. It stands up nicely too.

Q: What is the hard part material inside? Is't can be washed?

I don't know what the hard part is but I did wash it out when something spilled.I used a wash cloth and wiped it out thoroughly, then dried it thoroughly, then sprayed with Lysol. Then I let it air dry completely before folding it up again!
