Q: Is this sturdy enough to hold pump spray cleaning bottles if i mounted it on the instead of my cupboard?

Yes provided you attach and mount the bracket to a stud or a solid surface, NOT just sheetrock with wall anchors ... we hang clothes on ours on hangars and have 6 or seven blouses hanging at one time

Q: 15.75 is too wide for what I need. Is there a way to remove the end caps and cut off some of the bar and reinstall the end caps?

I don't think so. Not an expert but the ends don't seem to be removable.

Q: Can it be disassembled to reverse the orientation of the mounting bracket? The set screws need to be on the other side for it to works for me.

The guy who installed this for me did reverse it because of its location and it works just fine.

Q: Do you need studs to securely mount it on drywall or will drywall anchors be enough?

You need studs for the best support. We did not anchor in a stud and it wobbles.
