Q: Can arms & legs be exercised at the same time?

Yes. I sit in my desk chair, and it works perfectl. I bought a small exercise mat to be sure it doesn't move around. I have a small space, and it doesn't take up much room

There were parts and instructions in box.

Q: Does thia fold up when not using?

It does not fold up. It is a very inexpensive item. If you don't have a lot of money, this works great. I pedal 3 miles a day on it. It can be a little wobbly, but if you hold onto the upper pedals, it stays stable. You can pedal with arms and feet at the same time. I find it very helpful for what I need. I am a senior.

Q: Does this have a weight limit? (lbs)

Not sure. You can't stand on it, you have sit so I'm not sure if weight is a problem. I use it every night and it helps with my knees really well.
