Q: How breathable are these in hot weather?

Not a breathable shoe. There is no Gortex, only leather. Toe box is wide but low, not your infamous Merrell with a comfy toe box!

I wear a 4E. I bought a half size larger and fit pretty good.

Yes; you can waterproof shoes/clothing with waterproofing spray.
