will this kill my yard moles?

It would if they would eat it.  Lots of luck getting a vole to eat it.  They may, but I haven't had much luck in any rodents actually eating it.  I've tried 4 different types and brands in a bait trap next to the chicken coop, and these are usually left untouched.  Other places I've used them, not around a heavy food supply, like a chicken coop, I've seen them removed from the bait stations and hoarded elsewhere, so rodents will move them around, but not sure how many got eaten.
Also, be aware that this is a first generation poison, so any dead voles will also carry the poison to any predators [hawks, owls, dogs, cats, etc.] that would eat a dead one killed by the poison.  There are newer baits that are rodent specific and don't have the secondary poisoning issue.  Since voles are in open areas, dead ones out of their holes would most likely get eaten by something else, thus poisoning the predator.  
An easy and effective bait for outside rodents is 1/3 cornmeal [or chicken scratch, layer mix, etc.], 1/3 plaster of paris or wall texture, and 1/3 sugar.  You can also mix in a little cocoa and/or peanut powder, since that works as an attractant.  It's very effective, no secondary poison effects, and is cheap.  Just put it in a dish somewhere where they frequent, and keep other critters from getting it.  The plaster of paris sets up in their insides, and the anatomy of rodents prevent them from expelling it, and I will attest to its effectiveness, since we started out with a huge rat infestation this year, and I was spending $25/month on poison, until I tried this, and it works.

Is this the same bait we used to call peanut butter bait? never heard of fish flavor.

Is it good for california ground squirrels??????     hope so....

I don't know about squirrels,..but it's not a good product for getting rid of mice or rats.

1/2inch or 3/16 pellets? thanks

When I first bought the bait they were 1/2” diameter in size.  But for the last couple of years they have been 3/16” diameter in size.  I have found both to be effective in dealing with rodents.
