Q: Does it have a strong fragrance?

I have been using this product for well over a year and never noticed any fragrance. If you have fine straight hair, you will love this gel as I do. It accents the silver in gray hair.

Q: Can you use as a setting gel?

If you mean as in using with hair rollers I don't know because I let my hair air dry. This product works well as a styling gel, is not heavy, and if used as directed does not leave your hair sticky or stiff as something like the old "dippity do" or similar products would do. The other reason I use it is my hair is silver/white and it protects against yellowing. Give it a try.
