You should be able to see the numbers on the plate while you are driving the wood through the hole.

Like Eric stated. I'd put it in a drill chuck and force it through the holes. To round/taper it, prior to making the dowel, I use a bench grinder with a sanding wheel on it. While it's in the drill, I put the blank at a steep angle, and just turn it with the drill against the sand paper. You could probably do the same without the bench grinder, and just put a piece of sandpaper your bench, and tun the blank with the drill.

Yes. There is between 40 and 60 thousandths of straight bore before the counterbore and only a few thousandths need to be removed to sharpen and will likely stay sharp for a long long time between sharpenings.

Lol. The description on the plate says the largest hole size is 5/8". Suggest you read the description next time. If you can't make the conversion to metric, 5/8" is 15.9mm
