That's not true about the lack of refills for any kind of chemical weapons. While this product is simply a one time purchase with no refills, Sabre has other chemical weapon products that do take refills, such as the "point and aim" pepper gel gun, or just takes refill canisters similar to the individual spray canisters. There are also pepper ball launchers for which you buy pepper ball refills.
