Q: Can this be use for outdoor chair? Would it rust?

The floor surface determines their use. Concrete will scratch them. Artificial turf, similar to carpet, will do fine. Plastic will not rust but the nail that secures it will if water comes into contact. Would not be my 1st choice for outdoor furniture. Designed for carpet or smooth indoor flooring. The smooth design is intended to reduce the friction coefficient so as to make moving easier. Hope the helps.

It is not to thick but it works well on tile

Q: How do these work on hardwood floors?

I didn't try them on hardwood floors. My husband and I couldn't get them to penetrate the wooden legs of furniture, as they bent.
