An 8.5" DIAMETER is pretty huge--is this for an elephant, or something? No, it won't fit an 8.5" diameter wrist...it might fit one 8.5" in circumference, though.

No, they are not glow in the dark.

Need to ask the seller that question. Also look at the manufacturer provided information to see if they have a warranty. Likely not. Inexpensive watch. You may just have to accept this as the consequence of buying cheap.
