They can be stacked, in line, so whilst minimum is 6db, you can get whatever you want, as long as it's in multiples of 6.

On the IN side of your Cable box...It works Best IF YOU can go to your Routers Website Page & make Adjustments.

Q: Does this drop downstream snr, also should i hook it up right at the back of the modem?

Yes, forward path attenuators should be placed close to the modem.

Q: Realistically, isn't the purpose and ideal placement, actually right between the modem and the cable?

The purpose is to attenuate signals that are too high coming in. The location isn't critical, but the direction is. The male end should be towards your cable modem and the female end towards the cable company. That way only the incoming signal is attenuated.
