Q: Can you fit in the album art sleeve in with the cd

You can do it in two ways, on the reverse side where the disc is you could put the art work sleeve. This would reduce the capacity to 24. You can fit the art work in with the CD just a wee bit tight but it can be done.

Q: Can these be stacked neatly on top of each other

Not really you could may be stack one or two but any more than that the stack could fall over.

Q: Was this meant to only have half the sleeves attched and the rest loose with fixings st the bottom of the bag?

Most certainly not ! Mine has a left and right batches fixed with studs to the spine . You need to complain and get another one sent to you.
