Q: Will this work in a pressure cooker in order to make sure jars are sterilized for canning, and if so, how would I use it?

Essentially you would put a portion of tape on the jar and if it reaches a sterilization point, it’ll change color. However if you just skip the tape and do the sterilization process by the book, you should get the same results without needing to buy tape. Definitely maybe.

Q: What is the maximum temperature for this tape?

I sterilize instruments at 300 degrees F., so I don't know what the maximum temp would be. Since paper ignites at 451 degress F., I can take a fairly educated guess.

Q: Is this tape breathable?

It is masking tape with heat-sensitive stripes that turn black when fully sterilized. The tape does not appear porous.
