Q: Can these be used as traditional colored pencils without water?

I use these both ways to color in stamped images. These pencils don't seem to layer as well as traditional colored pencils - but the magic happens when you touch them with a brush loaded with water.

I don’t think so. They are watercolor pencils

Q: Are the colors permanent after they dry?

The pigments are lightfast, completely water-soluble and are permanent once completely dried on porous surfaces.
