This page probably has multiple size packs. The count is how many cartridges there are. Sensor blades usually come in multiples of 5. Mach blade refills usually come in multiples of 4. For all of them, the count is how many cartridges there are.

Q: where are these blades made ?

Basically, there isn't a clear way to tell. In the details section it sometimes says where they were made but sometimes not. Depending on seller, the place will vary. I found an old pack I bought at a big store and they were made in Germany. Now, all the ones I have gotten off Amazon are from Mexico and India.
