Q: Can I use this to draw a vacuum ?

It’s a wonderful compressor, extremely quiet but not sure if this will not damage the pump. Suggest you write directly to the manufacturer

Q: Im still unclear on what else this needs to run. I will be using it without a tank for low pressure constant air. Does it need a capacitor or not?

It needs a capacitor to start and will not start with pressure in the line. It will put out a constant air flow rated at 4.00 CFM at 40 PSI & 3.00 CFM at 90 PSI. The only question is how long can it continuously run before overheating.

Q: If I connect this air compressor to a relay and arduino, to have it turn on/off, would this work and have a constant pressure?

This is just the pump, you have to have all the other accessories for it to run properly. This is designed to be used as a replacement pump

Q: If I buy this product do I need tank?

I didn't put it on a tank, just put a relief valve on the outlet somewhere
