Not concentric and hops all over the place. A replacement from the same vendor had the same defect.

These wheels look nice but I couldn't try them. They do not fit the PC/B&D Restorer.

I haven't used this type of buffing/burnishing wheel before, so I can't compare it to similar wheels, but compared to my other polishing methods (wool felt wheel w/ buffing compound, fine grit sanding drums, wire wheels, flap wheels), I found the 240 grit very effective on metal and even wood. The width and diameter are convenient for polishing wider things.I made an arbor for this to fit the backside of my 1800 rpm, 12 in. disk sander (I don't even have a hand tool that this would fit). The wheel does have some mass to it, but at 1800 rpm the vibration is minimal. The 240 grit was surprisingly effective at smoothing high spots and scratches from a piece of wood I had shaped/rounded with the disk sander.
