No. This scale is made in China.

Q: Will it weigh grams in decimals? Example: 32.4g

The division is by 1 gram and hence no decimals for grams. The division for ounce is 0.1oz so if you switch to oz there will be decimals.

Q: it is normal that the number move when I lift the scale ?

It will recalibrate automatically whenever you lift the scale. The weight will lock on once you’re on the scale for a period of time. If you lift it while measuring the number will move as the sensors are compromised. It will give an accurate reading when it is on a hard flat surface.
