Q: Do you have to plug this in?

No you do not need to plug this water bowl in and it doesn't take batteries. We love ours all you do is have to refill it and put in new filters should you choose to.

Q: We live in arizona it gets hot. my dogs drink 16oz at one time ? will this measure up to this?

No I do not recommend this. It leaks out and it will NOT keep the water clean, nor will it keep it fresh and cool.
