I wouldn't consider carrying one, doesn't have any pads for protection, a 13 inch might easily be carried. Use a safe padded cover for the lap that should do the job.

Q: How much weight can this handle without tearing?

I've never actually weighed it when full but sometimes mine has been crammed full & often with heavy items ie up to three 1ltr bottles of tonic water + other items & still not showing signs of wear or tear, it is made of very strong material

Q: can this be an appropriate size for a teenager? (13 year old girl)

It is very big, if they have a smaller size i will say yes buy it, do not buy the 40ltrs ad the 13yr old might over pack and that will not be good for her back.
