Q: Is this made in France?

Dior is a French company. I am not sure if it is all manufactured in France though.

Q: the cost is a lot cheaper compared to the price at department store. Any guarantee about authenticity?

If it wasn't authentic, they did a great job with the copy. It smells exactly like the sample I got from the dept store, it lasts, it looks exactly like what you get from the department store. I'm not sure how to verify that it's authentic. As far as I'm concerned, I got what I paid for at a much better price than the dept store.
