Q: Will this fit my chair thats 19×18?

Yes, fit my 21x20 chairs with no problem. I just stretched them over the cushions, did not need to use ties for them to stay put.

Q: Can you see through the fabric? I have a print on my chairs and want to make sure it doesn’t show through on the cream color cover

I purchased a darker color so I think it might depend on your color choice. But the fabric is thick enough so your pattern might not show through. I thought the quality was very good, it transformed my dining room and you ca hardly tell they are covered.

Q: Will a person's clothing (pants) "stick" to the velvet like fabric while getting on and off the seat? Hope I've asked this clearly.

I am usually the one to sit on these chairs in our formal dining room, that I use as a hobby room. So I’m usually wearing jeans or yoga pants when sitting on the slipcover & they’re really soft and do not stick to my pants (but possibly would if someone was wearing dress pants or silky pants?).
