Q: There are no instructions and there are 4 straps and 4 buckles that I have no idea what they are for. Can you help me out?

one set is to convert the bag into a back pack, the one that looks like a fat "H" is the one that you attach the bag to the seat with- remove your seat, lay the "H" where the seat was, put seat back on the bike on top of the "H" - now you have 4 points of attachment sticking out of your seat that you clip the bag to, and tighten down the straps for security

Q: Would this fit a 15 inch laptop (macbook pro)?

I don't have a macbook pro but I can fit my ultrabook that measures 12.5" x 8.5" easily

Q: Will this work on a standard luggage rack foe a sportster?

It has adjustable straps so it should attach to any rack. I have it on a Yamaha XT250.

Q: Will this fit on a Yamaha MT-03 2022?

Yes it will fit most bikes, very nice bag I use it on my Honda 550 and 750 four plus you can convert to back pack. I am ordering another to put on my Kawasaki 2000 classic
