Q: How would I attach to a balcony porch railing?

If your porch railing is metal and you're allowed to drill through it, I would use with metal bits on a power drill and I would use carriage bolts with metal washers and a hex nut. The same if it's wood: I would drill through a railing with a wood bit and use a carriage bolt again, with washers on either end. This way you'd be assured there wouldn't be a failure and the basket might fall off if there was heavy weight attached. Now if you're putting the basket into a masonry or stucco wall, I don't think I would recommend it--- in other words, not drilling through the railing and not using a washer and hex nut on the other end of a carriage bolt. Even with masonry expanding screws, it could fail if you put something heavy in it, such as potted plants, and then water it.

Q: Will this work for a metal gazebo?

Sure if you got somewhere to hang it on.
