Q: does it need an electrician to plumb it in

The cable on hob comes out at the front and not at the back which is normal. This means that by the time you've run the cable to the rear (assuming you've enough clearance between your oven and the hob which we didn't) there is very little cable left. So you will most likely have to extend the cable to reach the cooker outlet. You'll need the correct cable and connector so I would suggest using an electrician even if you have a cooker outlet already fitted.

Q: If my dog jumped up would these switch these on?

There must be an isolation switch near by. Long as its turned off. Can't see a problem. But if you left this on. There could be. The switches are sensitive,to touch. Very easy to swith on.

no its not an induction hob. regular ceramic.
