Not sure what you mean by smart. If you mean that play all-region, yes, of course. But at this point you'd be better with a Blu-Ray Player that is region-free for Blu-Ray, region free for DVD and plays all the standard video file codecs: MP4, AVI and MKV in particular; if FLV is included, so much the better. You can get an inexpensive one manufactured by Orei. It's sold on Amazon via Bombay Electronics and may be even a little cheaper if you buy from the Bombay Electronics website directly.

Do you mean "Does it do the output conversion from one format to another?" Yes, that's what it's for. It has a converter on board. All formats except SECAM-L (France), which would require a second, specialized converter. Do you mean "Is it also a DVD recorder?" No, for that you'll need a second device to "catch" the conversion output."Will it strip copy protection?" The answer is sometimes; it's supposed to; when it doesn't you might try an interface device that goes between your VHS player and your computer or DVD recorder; look up "VHS to DVD converters"and make sure the one(s) you look at will filter out copy protection (aka Macrovision). Do you mean "Will I be able to use it as a source machine for the videos I want to convert?" Yes; it has the usual composite red-white-yellow (L-R stereo & video) output jacks. And yes, it's called a Worldwide player for a reason (see above). It's one of the few models whose settings allow it to play any format video on any format TV (except SECAM-L); which likewise means any format it outputs can be captured by a recorder that can read it.All this said: The Samsung Worldwide player SEEMS like a great idea because it theoretically does everything you'd want a toy like this to do; but it doesn't do it consistently well. It also uses 16+ year old technology; and it's very likely that any unit you get has been sitting around for nearly that long, unless it's a refurb; and you sure don't want a used one. (I think I paid $300 and change for mine, which was a refurb, and that was early in the millennium. And that was too much.) Especially if you only have the one non-US format among your tapes, this Samsung model is really not worth the dough. It's buggy, quality control from unit to unit is a myth, and it doesn't stand the test of use over time. Your best bet is just to get a cheap, well-reviewed PAL-to-NTSC player and a likewise cheap, well-reviewed converter box as an interface (there are boxes that do PAL-NTSC-SECAM, just like the Samsung's internal converter) and use them in combination; you'll still get the desired results. Two inexpensive devices  -- and, at that, devices more recently manufactured and designed, that can take into account things like HDMI, which didn't exist when this Samsung unit was put on the market -- each DEDICATED to doing its single task well, will last much longer, save you much money, and make a MUCH happier purchase for you. And for about 1/3 the price. Or less.

Can you play european vhs tapes on the player?

I have one of these.
You can plug it on any power : 110, 220v
You can connect it to an antenna anywhere in the world (I vaguely remember it may not do french secam channels but they are not broadcasting anymore anyway)
You can record from any analog composite source (PAL, SECAM, ME-SECAM, NTSC) and into any format.
You can play to any TV.
For example in the US, i can play a french SECAM VHS tape onto a US TV that takes NTSC input.
These days it would be used mostly to convert tapes. play any tape, select the output you want and connect a USB video acquisition device on the composite out and record on your computer.

Bear in mind that the line resolution will be around 240 lines, so don't expect 1080p!
