Yes the sleeves are lined with same fleece as the rest of the inside of the jacket

Is this jacket good for the snow and for below freezing temperatures?

I've owned the zipper coat (it zips up all the way and is not a pullover) for 2 weeks. I've worn it in wet mist, snow, and in temps down to just below freezing. I find it warm, the feel soft, and very comfortable. I can't say if it will hold up under very cold or wet conditions. I am quite satisfied with the coat- especially considering the cost
