I have the ms250c. is this carburetor compatible?

Yes, it fit my MS-250 from Nov 2015.

Will this fit on a stihl ms 251

Not sure about fitting your ms251 but it sure didn't work on my 021 which it also listed!

Are there directions for adjusting this carburetor? does it follow stihl user manual? or are the h, l and la screws in different places?

It’s the same thing already set from factory no need to adjust it but if you do it’s the same and if you need to know where it’s at before you put it on trun screws in and count 1/2 rounds till it is in
