can i use proglide blades on this?

The back of the package states that all Fusion cartridges can be used with all Fusion handles, so as long as they say "Fusion" somewhere on the packaging, yes.

Is the base that holds the razor half way or is it full length to accommodate the entire razor as in the proglide?

It's a different kind of base that is about 3/4ths of the way across and fits into the razor like a hand in glove kind of fit. Pretty cool stuff!!!

Can you use Mach 3 blades with this razor?

NO! The Mach 3 is flat bottomed at the insertion point; the Fusion and Fusion Pro-Glides have a concave shape at the insertion point (as in what the orange ball fits into). I called Gillette to confirm. Don't listen to anyone who tells you the Mach-3 blades will work on the new razors. They won't.

Can you use this below the belt?

Never did, I like bushy hair down there, But I would imagine it would do fine, It does an excellent job on the face especially with new blades, but being wide with all those blades it has a problem with wrinkled skin you have to flatten it to shave close
