Does the piggy bank have a stopper in the bottom?

I assume do - it came so nicely packaged that I didn’t open it. You can see the artwork through the cellophane, but I never thought to look for the stopper. This is probably the 7th personalized piggy bank I have purchased on line and all have come with stoppers.

Can this item be monogrammed with 3 letters in script?

It is a very pretty bank, My granddaughter loved it for her daughter. I would Say Yes for only 3 letters
