No, they do not come with locks. None of the three pieces I ordered have a lock. And the description here does not say anything about a lock.

Yes, they are expandable. I was able to get another 3 to 4 inches when expanded.

Can I Put one bags inside the other for storage? Do They fit one inside the other?

yes they nest, the smallest fits inside medium, medium one inside largest.
