does it come on the base?

The one that I received had no base; but I don't remember it being advertised with a base either. Perhaps some do; maybe.

Is it suitable for outdoors?

I don't think it's suitable for outdoors. It is quite small also.

does this come with the base that is shown on the page?

As far as I'm able to tell, the item being sold under this listing is not the item that I purchased and does not come with the base anymore.
