Can this tarp hold 2 hammocks

Yes. Definitely. Did it a couple times in 20 degree weather at the end of 2014 on the Knobstone Trail. We pitched the tarp low to the ground with a high pitch and still got two hammocks side by side. If you use a regular pitch, you can have more room between the two hammocks. We looked for 3 trees in a triangle. Both attached to one tree and then the other two had to be close together, as to not have to make our V to wide. Worked great! That was with two ENO double best hammocks. Excellent tarp!

Does it come with a rope/straps to hang it up?

Yes it has ropes attached for the ridge line and all four corners. Very good product and easy to set up.

It is made from 15D Sil-Nylon Ripstop w/PU.

Can Replacement door buckles be purchased? I’ve just realized that I left 2 buckles and 2 stakes at my last campsite and I’m devastated

I do the same the first time I took mine out. You can buy similar fit items at pretty much any outdoor supply store. I did not bother to get an exact replacement m a small carabiner and same cordage worked just fine.
