Can you use this tool inverted on a ceiling setting?

If you can hold it upside down I’m sure. No way to make sure it won’t fall. Maybe the force and pressure would keep it up

Can this be used to keep porcelain tile in place?

No. It for forcing the tongue and groove together on wood flooring Would break tile and can’t see the need for it as tile should be spaced for grout

Can this be used on outdoor deck boards?

Technically yes, but I'm not sure why you would want too. Deck boards need to be spaced for drainage, where as this tools purpose is to compress and hold boards so you can secure them in place with a nail gun.
