Can magnets be moved closer together to fit on a narrow steel platform on my aluminum pickup truck roof in order to use a magnetic mount ?

No. There is very minimal adjustment (1/4 inch) where the brackets mount to the light bar itself.

Will the lights withstand an automatic car wash?

Cheap Chinese magnets they will not hold up to the brushes

What is the flash rate per minute and is it changeable ?

There are many flash patterns, including a steady light. You can change the flash pattern from the plug.
