I really don't have a comparison experience, but I use it as a barrier when stamping my nails and by the time I'm done painting both hands, the first hand is already dry.

Is it basically glue? Will it stick things??

It won't come out of fabric or other porous materials, but on other smooth surfaces like finished wood or plastic, when dry it is easily peeled off without stains/other marks. It doesn't act like glue, it won't stick things together very well.

Is it ok to use if I have acne?

It should be. It depends on if you have a latex sensitivity. Test it first on a small patch.

Could it be used to paint a detailed fine line design all over someone's body?

I use this to "paint" around my fingernails for stamping. It is thin enough to do so in exactly the shape I want. I believe if you use a very fine brush, you should be able to get a very detailed design.
