Is this item 100% cotton?

It FEELS like all cotton but there's no fabric content tag (I thought by law there had to be?).

Will a medium fit someone who wears a size 12 top?

I am sure it would. I ordered Large, I wear a 16-18 top. The only thing I did was move the elastic side tabs down about 1-1/2" to give my arms a little more room to move. Afterwards, they fit perfectly without feeling like they were binding. I really like them.
