What is a kindness rock?

Can you write on them with a sharpie or only paint on them?

What is the white chalky stuff on these rocks?

I bought my rocks for painting and I don't remember a white powder. I primed them first and there was no problem with paint sticking to rocks. I also spray painted them with a spray matte shellac to finish. I would recommend these rocks for purchase.
