Goodnight. I live in an apt, and my room is stuck to my neighbor's room. These panels serve to reduce the noise of the voices?

Not unless you covered the entire wall with them

Can I put these over windows?

They do not work to block traffic noise on windows. I purchased this product, did not change the noise level at the window next to my desk.

How do you stick these to the wall?

I did not stick mine directly to the wall. I used and adhesive from Lowes called "Power Grab" and stuck mine to a sandwich of two acoustic insulation boards with sound blocking vinyl in between. (Many thanks to the company that showed their product in a cut away view) then I glued the BXI panels to that. My panels are 1 foot by 4 feet and are arranged in two colors green on top and white on the bottom. Good luck on your project!
