Nothing holds the top 'cap'-part of the pepper mill in place and it moves around. Have I assembled it right?

There should be a small screw cap that would be inside the pepper mill to keep the handle in place. In fact, the tighter the cap, the finer the grind of pepper, and the looser the cap, the coarser the grind. So, after fitting the handle on the top of the mill, screw on the cap. I've had mine since 2004, and I've never had a jingle or other sound other than the grinding of the pepper.

The given dimensions make no sense, does anybody have the real dimensions? 2.8”wide makes sense, It can’t be 11.2” and 9” high @ the same time.

The peppermill is 9 inches high and the base is 2and1/4 wide. I can tell you that this mill is very well made and I would highly recommend it.

can I grind Italian red pepper flakes with this mill?

I would say no. I have never tried it, but since you can't grind softer peppercorns, ie., red, white, then the pepper flakes would be soft and jam it up as well.
