Doed this come in a pump bottle?

No it doesn't. It's a small rectangular bottle with a nozzle. Quite easy to squeeze out a drop. I keep it upside-down in my make up drawer. It's an amazing product last a long time and in my opinion well worth the price tag.

Is this 100% vegan? Not just cruelty-free but actually vegan?

This looks as though it is a problem with Amazon's advertising of this product rather than the product itself. This should be taken up with Amazon who should alter their advertising caption from Serum to Drops. Drunk Elephant do produce D-Bronzi Anti Pollution Sunshine Drops and the product is shown here although the caption below says 'Serum' I own this product (Sunshine Drops) and it is effective.
