Is having a granular insect killer in the soil acceptable when first planting Zoysia seed or plugs?

Amazing how people have such a bad attitude.  Yes, Zoysia isn't the easiest seed to grow, but if you do soil testing and till the soil and correct any soil issues and follow the directions, have plenty of direct sunlight, this seed will grow.  Most insect killers should be fine. Just read everything on the label and if you don't see any contraindications, you should be good to go. can you plant zoyzia seed and plugs in the same area?

You should be able to; I have done it with even different varieties of zoysia because the areas were heavily sloped.  The only thing I think is an issue is watering.  Because the seeds do not need deep watering (just water frequently shallow), it may not be enough for the plugs which need more water penetration for root development.  Be aware that constantly watering and keeping newly established grass wet makes them more susceptible to diseases.

If you are going to mix, make sure to water them differently (ie if using sprinklers, water based on the seeds' needs and manually go over the plugs).

Where can I find empire zoysia grass seeds and what is  comparison to Zenith?

Empire Zoysia is spread vegetatively because it does not produce viable, true to type seeds.  The only two commercially available seeded zoysias are Zenith and Compadre.  Zenith will be a good fit with Empire.  I would caution you though, if this is to fix an area within your Empire that has weakened, figure out what caused it to weaken before planting seed.

Zenith, it compares to Meyer. You can't seed Meyer, only sod.
