It's not a fleece, but some kind of fabric underneath the top layer. Perfect for walking in cold weather.

Would these fit someone 6 2 with 36" inside leg?

I got them for my husband who is 6ft and usually 32-33 inside leg, they fit him so I would imagine they would probably be short on yourself.
