Will this work on ioptron ieq45 pro equatorial mount ?

I use it with CEM60 and the ieq30, so I would assume it will work.

It looks as if this cable does not require a usb to serial converter. is that the case?

Yes. It plugs directly into the RS232 port (next to the guide port) on the iOptron drive.

It has to be a 6 wire 232 to USB, not 4. Works fine with my 200 series
