A 2-player game coop game that can't be played solo? What mechanic does this game use that makes it so a solo player can't play as 2-players coop-ing?

A large part of gameplay for The Crew revolves around players attempting to communicate and work together to accomplish tasks, without actually having the ability to speak to each other. This communication aspect does not translate well into a single-player experience.
