What's the hip measurement on these? If they arelow rise, why are they sized by waist?

Most clothing is listed with a waist measurement, even if the clothes don't actually sit at the waist; I don't know why. Asked the same thing before; no answers. But here's an average size chart for underwear if it helps at all. I am full figured/curvy and I had to go up a size for better fit. You seem to be petite. I would say go with your regular size. I truly adore these in certain colors. I've had about 2 light pink pair that fitted smaller than the blue, white, hot pink, and purple stripe. Overall, I love them. I hope this helps.
