Will this hold a designer radiator 70KG without Water?

You’ll have to work out how many liters of water the radiator takes and add to the weight of the radiator. Also depends on number of screws/fixings needed as I believe the 250kg is between four.

Are these exactly the same as the 100mm, apart from the length? I have a dot dab wall which has been brought out quite far and tiled So need longer

As far as I know yes just longer screws maybe a different colour box, I used them to fix a thicker timber support to the concrete behind a 40mm kitchen wall. Only used a few so will likely get some 100mm screws to use with the rest of them as well.

Will these work on Celotex 50mm with 12.5mm plasterboard?

I have used these on dot and dab plasterboard on a blockwork wall but would not recommend for a plasterboard stud wall as the plug would not be supported for the full depth. For fixing to plasterboard alone I use a “steel hollow wall anchor”, Diall or Fischer are good brands. Good luck
