Can this be used on your skin as a perfume?

Hello This is pure essential oil so just add two drops of this essential oil to 2 ml of Soulflower carrier oil like avocado and apply on the body Do not apply any pure essential oil directly on the skin

The product description makes it sound terrific but i don’t see the usda organic seal on the packageing, how do i know if this is truly organic?
